Open Access Policy

1. Open Access Statement

Journal of Northeast Electric Power University has transitioned to a fully open-access journal starting in 2023. All articles published from Issue 1 of 2023 are immediately and permanently available free of charge to all readers via the journal’s official website upon publication. Readers are authorized to use, reproduce and redistribute these articles under the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License (CC BY-NC-ND 4.0).

Articles published prior to 2023 are non-open-access works, with all copyrights retained by the Journal Editorial Office. In addition to the official website, readers may access and download articles of Journal of Northeast Electric Power University through mainstream databases including CNKI, Wanfang Data, CQVIP and Chaoxing.

2. Open License Terms

This journal adopts the Creative Commons Attribution-NonCommercial-NoDerivatives 4.0 International License (CC BY-NC-ND 4.0). All users are permitted to reproduce, distribute and utilize the journal’s open-access articles via any medium and format, subject to full compliance with the following license terms:

When reproducing or redistributing the journal’s open-access articles, third-party users must provide proper attribution, attach a hyperlink to this license, and clearly indicate whether any alterations have been made to the original text. Attribution may be presented in any reasonable format, provided that no wording implies the journal endorses the user or their utilization of the content.

The articles shall not be exploited for commercial gain. Any remixed, transformed or derivative works created based on these articles cannot be publicly distributed.

3. Copyright Policy

Authors shall thoroughly review the Copyright Transfer Agreement prior to manuscript submission and upload a fully signed copy of the agreement during the submission process. By signing the agreement, all authors irrevocably transfer worldwide copyright of the submitted manuscript to the Editorial Office of Journal of Northeast Electric Power University, covering compilation rights for partial or full text, print and electronic reproduction rights, information network communication rights, and distribution rights without geographical restriction.

Authors retain the right to quote partial text, figures and tables from their published papers in subsequent research works except for circumstances specified in Article 22 of the Copyright Law of the People’s Republic of China, to translate their published papers into other languages for secondary publication in compliance with academic norms, to compile the papers into non-journal anthologies with clear source attribution, to store electronic versions of papers on personal or institutional online spaces with complete citation information, and to reuse the papers in other scenarios compatible with the framework of CC BY-NC-ND 4.0 License.

If a manuscript is ultimately rejected by the journal, the signed Copyright Transfer Agreement shall automatically lose its validity, and all copyrights of the manuscript shall return to the authors.

4. Author Self-Archiving

Authors are permitted to deposit all versions of their published manuscripts in institutional repositories or other public knowledge archives of their choice. Standardized full publication metadata together with the recommended citation format must be included in the archived records.

5. Research Data Sharing

Open data sharing supports reproducibility and validation of scientific research. The journal encourages authors to share all research outputs, including raw experimental data, observational records, test results, as well as supporting software, source codes, computational models and algorithms. Authors may upload all shared datasets and supplementary materials to open data repositories such as Science Data Bank (https://www.scidb.cn/en), and embed the persistent access link at the end of their published articles.

6. Post-Publication Academic Discussion

After publication, readers are welcome to conduct academic discussions on the findings presented in the journal’s articles. We also invite readers to monitor academic misconduct and submit relevant clues to the editorial mailbox to jointly maintain a rigorous and standardized academic environment. The Editorial Office will review all submissions promptly and provide follow-up replies as appropriate.
